The outage is across the entire country. I just got off the phone with AT&T. It has been happening since 2hours ago. You will not be able to visually get your voicemails. There is another way...dial your iPhone phone number and then press *. You will be able to access them then.

I talked to the customer service person on the phone. She said this is a big outage. Everyone iPhone owner in the USA is affected by this. I was not given and ETA to when this will be fixed.
